fair share allocation

An allocation of available inventory to customer and interplant orders, when the availability is less than the total required. If the total available quantity is 80% of the total required, it may allocate 80% of the amount requested on each individual order, instead of a scheme that prioritizes the availability based on the order date, most important customer, etc.
